The opportunity of making statements is regulated by the discretion of the Chair and Members are expected to observe certain guidelines. The nature of the presentation obviously calls for a judgement and in the judgement of the Chair this was a personal attack. Hon. Members should refrain from making personal attacks on Members of this or the other place..
