As the House was about to begin report stage consideration of Bill C‑110, An Act to amend the Export Development Act, the Acting Speaker (Mr. Corbin) ruled on two motions in amendment, one standing in the name of Mr. Regan (Minister of State for International Trade) and the other, in the name of Mr. Blenkarn (Mississauga South). The first motion sought to abrogate section 9(2) of the parent Act and to replace it with new wording, while the second motion was aimed at changing section 11(2) of the same Act.

Issue

Do the motions in amendment attempt to modify or abrogate sections of the existing Act not included in the present bill?

Decision

Yes. The motions in amendment are not admissible.

Reasons given by the Acting Speaker
