Ruling
January 19, 1981
Scope; borrowing authority
Hon. Jeanne Sauvé
Speaker of the House
Ruling Text
Prior to 1975, it was the practice to include a borrowing authority in the supply bill. Subsequently, borrowing authority has been granted by means of separate legislation. As specific notice for the borrowing provisions was lacking, these provisions, as contained in Part I of the bill, should be struck from the bill.

Holding
"Borrowing authority provisions included within a supply bill are out of order and must be struck if they were not preceded by specific notice, as modern practice requires them to be handled via separate legislation."
AI Summary
