In considering an application made under the terms of Standing Order 26, the Chair must take into account the probability that the matter will come before the House within a reasonable time by other means. In this case, the subject matter has already been put before the Standing Committee on Finance, Trade and Economic Affairs through a motion adopted early in the session under Standing Order 43. It would not be proper, therefore, "to use Standing Order 26 in this way while the matter is being considered by a committee of the House".
