Although the motion alludes to the somewhat general problem of rising food costs, the specific reference to actions taken in Quebec takes the matter out of the reach of generality and gives it an urgency which, in the opinion of the Chair, brings it within the provisions of Standing Order 26. Also, the Chair is satisfied that there will be no other reasonable opportunity for discussion of this situation within the time which would be appropriate for effective consideration vis-a-vis the emergency nature of the occurrence itself.
