Ruling
February 18, 1971
Debate urgent
Hon. Lucien Lamoureux
Speaker of the House
Ruling Text
Since it was not raised during the Budget debate, it would now be appropriate to permit an emergency debate on the issue. However, there is some objection to the content of the proposal because it refers to the statement made by the Minister; this might give the impression that the Member wishes the House to discuss this statement rather than the possible sale.

Holding
"An emergency debate is granted on the condition that the motion is reworded to focus on the substantive issue of the potential sale, rather than on a statement made by a Minister."
AI Summary
The Speaker permits an emergency debate on a possible sale but requires the motion to be reworded to focus on the sale itself, not on a minister's statement.
