"... the decisions taken by commissions while carrying out their normal functions should not constitute matters for urgent discussion." It must also be taken into account that the problem itself has been the subject of discussion, comment and even controversy in the House for several months; Members, therefore, have had many occasions to express their views and present their arguments.
