Ruling Text
Notice of the motion must be filed with the Speaker at least two hours before the opening of a sitting. The Member did not comply with this requirement and, under the rules, the Chair cannot overlook it. In addition, as the Chair indicated yesterday in response to a similar request, it appears that this matter will be considered shortly in a government bill, thus providing another avenue for debate.
